On December 20, the office of the safety committee of the State Council and the emergency management department held a national security prevention and special supervision video conference.
The special supervision of the safety committee of the State Council was led by the emergency management department, the national development and Reform Commission, the Ministry of industry and information technology, the Ministry of public security, the Ministry of ecological environment and other relevant ministries and commissions, which respectively formed 16 groups to carry out special supervision and inspection in Beijing, Hebei, Shanxi, Liaoning, Heilongjiang, Zhejiang, Jiangxi, Shandong, Henan, Hunan, Hubei, Guangxi, Sichuan, Yunnan, Guizhou, Shaanxi and other provinces.
This special supervision focuses on five aspects:
First, the work safety was not paid enough attention to, the key problems could not be grasped, the lessons learned from accidents were not profound, and the rectification was not carried out by drawing lessons from one example and drawing lessons from another;
Second, major safety risks and hidden dangers are not properly investigated and rectified, safety control measures such as coal mine, fireworks, fire control and spring transportation are not implemented, enterprises such as hazardous chemicals, non coal mine, construction and other enterprises rush to the schedule and rush to work period, key vehicles such as "two customers and one danger" are not implemented, and safety measures for gas coal (clean briquette) are not implemented;
Third, the supervision and law enforcement are loose and soft, and those that should be stopped and those that should be closed are not closed, and those that are laissez faire or simplistic and one size fits all have not really solved the practical problems;
Fourth, the work style is not strict and true, self-examination and self correction remain on the surface, the relevant competent departments shuffle and quibble, and the key and difficult issues are delayed;
Fifthly, the combination system of group and specialty is not perfect, and it is not enough to mobilize the masses to participate in the investigation and treatment of hidden dangers, and no experts are organized to carry out precise guidance services.
Huang Ming, deputy director of the safety committee of the State Council and Secretary of the Party group of the emergency management department, pointed out that since the middle of November, the centralized rectification of work safety focused on hazardous chemicals has been carried out in an all-round way, and most regions have been relatively tight and practical. However, some regions and industry areas have accumulated deep-seated contradictions and problems, and the strength to do it is insufficient. The investigation and rectification of potential risks have gone through the field, and the spirit of struggle has been strong Serious deficiencies, the rectification work is not real, there is a large gap, the frequent occurrence of accidents, so that the situation of production safety is severe and complex.
Huang Ming stressed that we should deepen centralized control to ensure security and stability at the end of the year and the beginning of the year. First, the investigation of potential risks should be deeper and more detailed. Second, key industries should be focused on. Dangerous chemicals should be concentrated on major risks and hidden dangers, and winter prevention measures should be strictly implemented. Third, supervision and law enforcement should be accurate and effective. Fourth, emergency response should be timely and efficient. Fifthly, we should always keep the spirit of striving and making progress.
