Hooke's law

Hooke's law formula is: & sigma; = E* T* alpha;. The linear expansion coefficient of Q345R is larger than that of titanium, and the titanium cladding is under tension.
Where does this formula come from?

It seems to be the deformation of Hooke's law. Look at T * alpha. Is it strain? As long as this T * alpha is strain, it conforms to Hooke's law?
