According to the announcement, Shandong Yulong Petrochemical Industrial Park is located in the west of Longkou City, with a planned area of 35.23 square kilometers. According to the development requirements of “ domestic leading and world-class ” construction of high-end energy and chemical materials and high-end manufacturing industry concentration zone with international influence; construction of marine environment-friendly intelligent park; become the economic growth pole of petrochemical industry in northern Shandong coastal area.
The planning base year of this plan is 2019, and the planning period is 2019-2035. It mainly plans integrated refining and chemical projects, comprehensive utilization projects of light hydrocarbons, high-end petrochemical products and new materials industrial zones, pilot-scale and science and technology incubation zones, public works and so on, so as to reach the high starting point of Industrial Park development.
Industrial Development Goals:
Recent (2019-2025): Planning 20 million tons/year refining and chemical integration project, light hydrocarbon comprehensive utilization project, namely 1 million tons/year ethane to olefin project, marine chemical integration project, high-end petrochemical and new material industrial zone, public works and other infrastructure construction, to reach the high starting point of Industrial Park development; realizing the total gasoline production capacity to reach about 200 million tons/year. 10,000 tons, 1.65 million tons of aviation coal, 200,000 tons of diesel, 500,000 tons of lubricating oil, 4 million tons of ethylene, 2.3 million tons of propylene and 4 million tons of mixed aromatic hydrocarbons.
Medium-term (2026-2030): Planning to add 20 million tons/year integrated refining and chemical projects, a new set of 1 million tons/year ethane to olefins projects, high-end manufacturing agglomeration areas, to achieve the purpose of Industrial Park growth and development. Adding 1.6 million tons of gasoline, 1.1 million tons of aviation coal, 1.2 million tons of diesel, 5.2 million tons of ethylene, 2 million tons of propylene and 3 million tons of mixed aromatic hydrocarbons.
Long-term (2031-2035): Planning to add 20 million tons/year refining and chemical integration projects, further improve the upstream and downstream industrial chain, to achieve industrial park improvement.
Refining and Chemical Integration Industry: Considering the development status of domestic industry, the supporting conditions of base, the national industrial policy and the market space vacated by the closure of local refineries in Shandong Province, a total of 20 million tons of refinery processing is planned in the near future. Through the construction of large-scale refining projects, while satisfying the cleanliness of oil products, as much as possible to provide high-quality raw materials for downstream ethylene and aromatics, according to market demand, adopt the strategy of less oil, suitable aromatics and polyolefins to provide adequate raw material support for the extension of processing industry.
Continuous reforming and aromatic hydrocarbon combined unit will be constructed with the integrated refining project. The total planned size is 3 million tons per year. Except for partial extended processing, most of them will replace imports to supply raw materials for PTA projects in the park.
With the integration of large-scale refining projects, as far as possible use of high-quality and light-weight ethylene cracking raw materials, the total scale of ethylene is planned to be 4.2 million tons per year in the near future. The yield of olefins can be improved by optimizing raw materials, and the market competitiveness of ethylene and its downstream products can be improved.
Light hydrocarbon comprehensive utilization industry: using low-carbon resources such as ethane and propane to produce olefins, through the development of the olefin industry, to produce a variety of synthetic materials and organic chemical raw materials, and to provide support for the downstream deep processing industry and the development of high-end new chemical materials.
Marine Chemical Industry: Develop and extend the products of ethylene, propylene and aromatic hydrocarbons produced by the integration project of refining projects & ldquo; organic chlorine and amine & rdquo; downstream industrial chain to promote the integrated development of petrochemical salinization.

According to the announcement, Yulong Island Refining and Chemical Integration Project (Phase I) intends to build 20 million tons/year crude oil processing capacity, 2 sets of 1.5 million tons/year ethylene plant and matching polyethylene, polypropylene and aromatic hydrocarbon plants. The construction site is located in Yulong Island, Yantai City, Shandong Province, which belongs to the integrated refining and chemical facilities planned by Yulong Petrochemical Industrial Park, Shandong Province.
