How are partitions separated?

The fixed tube plate heat exchanger has 4 steps. Will you please tell me how to set the partition plate? What should I pay attention to?

The layout of the 4 tube section can be shown in the figure above. As to how the partitions should be set up, you can see the GB/T151-201 below
