On May 21, 2014, China and Russia signed two important cooperation documents in the field of energy in Shanghai, i.e. the memorandum on the east line natural gas cooperation project of the two governments and the gas supply purchase and sale contract of the east line of China and Russia. The two sides agreed that Russia supplies gas to China through the east line of China Russia natural gas pipeline. The gas transmission volume increases year by year, eventually reaching 38 billion cubic meters per year, accumulating for 30 years.
China Russia east gas pipeline enters from Heihe City, Heilongjiang Province, and ends in Shanghai, passing through 9 provinces (districts and cities), with a total length of 5111km. Among them, 3371 kilometers of new pipelines were built and 1740 kilometers of existing pipelines were used.
In June 2015, the construction of China Russia east gas pipeline project began. On October 16, 2019, the Heihe Changling section of the natural gas pipeline project of China Russia east line was connected with a total length of 1067km, realizing the connection with the natural gas pipelines in service such as Harbin Shenyang and Qinshen.
According to Luo Zhili, manager of the project Department of the north section of the natural gas pipeline of the China Russia east line, after the formal gas supply, the first phase will be 5 billion cubic meters per year, and the initial plan is that after the whole line is put into operation in 2023, the annual supply will be 38 billion cubic meters.
