According to the documents jointly issued by the industry and information technology, development and reform, ecological environment and other departments of Inner Mongolia Autonomous Region recently, the new chemical industry park will no longer be arranged in the autonomous region, and strict industry access and promotion of industrial transformation and upgrading will be carried out to improve the safety and green development level of the chemical industry.
According to the requirements of this document, which is called "several provisions of Inner Mongolia Autonomous Region on further standardizing the construction of chemical industry projects", the autonomous region will strictly abide by the defined ecological space, agricultural space, urban space, as well as the control lines of ecological protection red line, permanent basic farmland, urban development boundary, etc., and new (modified, expanded) chemical projects shall not be approved or filed within the "three areas and three lines" 。
At the same time, promote the project concentration to the park. In addition to the existing chemical industry park, there will be no new chemical industry park. If the existing park is to be expanded, it should be at least 1km away from the shoreline of Inner Mongolia section and main tributaries of the four major basins of Songhua River, Haihe River, Liaohe River and the middle and upper reaches of the Yellow River. Carry out safety risk assessment for the existing chemical industry park, and scientifically determine the regional risk level and risk capacity. If the chemical industry park fails to carry out the overall safety risk assessment or fails to meet the assessment requirements, it is not allowed to build new (reform and expansion) chemical projects, to build new (reform and expansion) chemical projects in the park with safety capacity over control, or to build labor-intensive non chemical enterprises in the same park with chemical enterprises.
In addition, strict industry access. Strictly control the new production capacity of coke, calcium carbide, PVC, caustic soda (except for natural soda), soda ash (except for natural soda), urea, ammonium phosphate, yellow phosphorus and other industries, and implement equal or reduced replacement for projects that need to be constructed.
Technical standards of basic chemical industry shall be strictly enforced. Coke: the height of the new (modified and expanded) tamping coke oven carbonation chamber shall not be less than 5.5m, and the construction scale of the project shall not be less than 3 million tons / year. Calcium carbide: the capacity of single furnace of new or technically modified calcium carbide production device shall not be less than 40000 KVA, and the construction scale of the project shall not be less than 300000 t / A. PVC and caustic soda: the capacity of new PVC and caustic soda projects shall not be less than 300000 tons / year, and the use of mercury free catalyst is encouraged. The scale of new projects of coal to natural gas, coal to methanol, coal to olefin and coal to glycol shall not be less than 2 billion standard cubic meters / year, 1 million tons / year, 600000 tons / year and 200000 tons / year respectively, and the scale of new single series synthetic ammonia shall not be less than 1000 tons / day (excluding comprehensive utilization and joint production projects).
Strict safety standards. For new (modified or expanded) construction of hazardous chemicals projects, the safety review of construction projects shall be carried out in strict accordance with the requirements of the measures for safety supervision and management of hazardous chemicals construction projects, and it is strictly prohibited to build without approval. It is forbidden to build backward production processes that fail to meet the safety standards, to entrust design units with corresponding qualifications to carry out process design, and to relocate new (modified or expanded) construction projects that use old equipment. In order to build a new (modified or expanded) fine chemical project, it is necessary to complete the reaction safety risk assessment, forbid the projects with a 5-level reaction process risk and strictly limit the 4-level ones. The chemical industry park shall optimize the layout of enterprises in the park according to the risk size, number of enterprises, production process requirements, etc., establish and improve the supporting safety supervision, hidden danger investigation, risk assessment, emergency rescue and other mechanisms, and effectively control and reduce the overall safety risk. In principle, the nature of the planned chemical industry park and the regional functions within the surrounding safety protection distance shall not be changed for the completed chemical industry park.
Strict environmental protection access. New (reconstruction, expansion) chemical projects must meet the requirements of planning EIA and review opinions, and must keep sufficient buffer distance from residential areas or urban planning residential land. Special discharge limits shall be implemented or referred to, and effective measures shall be taken to strictly control the escape and discharge of characteristic pollutants. It is strictly prohibited to discharge production wastewater directly. The generated biochemical sludge or salt mud shall be treated as hazardous waste. Evaporation pond, drying pond, oxidation pond, temporary storage pond, etc. shall be constructed according to the standards of hazardous waste landfill.
It is required to speed up the technological transformation of existing chemical enterprises. Enterprises that do not meet the standards of energy consumption, environmental protection, safety, technology and quality or are listed in the scope of elimination in the guidance catalogue for industrial structure adjustment shall be transformed within a time limit, and those that still fail to meet the requirements shall be closed and withdrawn according to law. Support the use of advanced technologies such as cleaner production and intelligent control to upgrade existing production devices, and support the implementation of "machine replacement and automatic reduction of personnel" in high-temperature, high-pressure, flammable, explosive, toxic, corrosive and irritant chemical high-risk production processes and links;.
Accelerate the relocation and transformation of hazardous chemical enterprises. The hazardous chemical production enterprises shall be screened one by one, and the enterprises with major potential safety hazards, inconformity with safety distance and health protection distance shall be included in the list of relocation and transformation. The relocation and reconstruction tasks shall be carried out in strict accordance with the time nodes. All localities should study and formulate compensation plans to help enterprises expand financing channels through land replacement and other ways.
The regulations also require the improvement of safety and environmental protection facilities in the chemical industry park. The chemical industry park must build a centralized sewage treatment plant and supporting pipe network to realize the classified collection and separate quality pretreatment of wastewater. Strengthen the collection and disposal of waste gas, especially toxic and odorous gas, and strictly control the emission of volatile organic compounds (VOCs). The chemical industry park with large amount of solid waste shall be equipped with solid waste disposal facilities. Standardize the transportation management of hazardous chemicals and their wastes, set up special parking lots and car washes for hazardous chemicals transportation vehicles, and gradually realize closed management.
According to the regulations, the party committees and governments of Mengshi and Qixian (city, district) shall take the leadership responsibility for the construction and management of chemical projects. The main leaders of the party and government are the first responsible person. If the imported chemical projects fail to meet the requirements of environmental protection and safety, the relevant personnel shall be investigated for responsibility in accordance with the relevant regulations. The key chemical industry counties (cities and districts) must be equipped with two to three professionals of hazardous chemical supervision to solve the problem of insufficient supervision capacity at the grassroots level.
