ABSTRACT: Purchasing management is a key component of the normal operation of an enterprise, and it is also an important link to provide necessary building materials for engineering construction. Procurement management is of great significance for reducing project cost and ensuring the maximization of economic benefits for enterprises. Based on the project of Fujian United Petrochemical Ethylene debottlenecking in 2013, this paper analyzes the main factors affecting the cost control in the procurement management of petrochemical engineering projects in China, and expounds the countermeasures to strengthen the cost control in detail, combining the characteristics of the project, such as tight time, heavy task, wide coverage and large investment. Methods, hoping to enlighten and help the future development of petrochemical enterprises.

Strengthening cost control in procurement is the key to reduce project cost and realize optimal allocation of funds. In this paper, taking 2013 Fujian United Petrochemical Ethylene debottlenecking project as an example, some suggestions are put forward to strengthen the cost control in the process of purchasing and management of petrochemical engineering projects.
