Hebei implements regional differential environmental access and prohibits new coal chemical projects in many places
Recently, Hebei Provincial Department of Ecology and Environment issued Guidelines on Implementing Regional Differential Environmental Access to Improve Atmospheric Environmental Quality, and put forward the implementation of the policy of regional differential environmental access to promote the rational distribution of industries in the province.
Handan, Xingtai, Shijiazhuang, Baoding, Langfang, Tangshan, Dingzhou and Xinji are designated as the first-class red line areas of atmospheric transmission channels.

Implement negative inventory management of differential environmental access. It is strictly forbidden to build or expand new coal-fired power projects, to build or expand new production capacity of steel, cement, flat glass, petrochemical projects and coal-fired boilers under 35 steam tons, and to add other industrial projects whose emission intensity of pollutants is lower than the admission conditions in the administrative areas of Xiongan New District, Dingzhou City and Xinji City.
It is forbidden to build and expand new industrial projects of iron and steel, thermal power, coking, cement, lime, gypsum, nitrogen fertilizer, common ferrous metal casting, ferroalloy smelting, carbon and coal as fuel within the administrative jurisdiction of eight municipalities designated as the first-level red line area of atmospheric transmission channel. The areas east of Beijing-Kunming Expressway and north of Rongwu Expressway, as well as Langfang, Baoding and the counties bordering Beijing, are designated as prohibited coal-fired areas, and coal-fired projects other than centralized heating are not allowed to be examined and approved.
Shijiazhuang should vigorously reduce the coking capacity, put forward a clear plan of upgrading or reduction before the end of 2019, complete the transformation and upgrading by 2020, and eliminate the enterprises that have not completed the transformation and upgrading. It is forbidden to build new projects of limestone and cement production accessories for cement, to strictly control new production capacity of ceramics and pesticide manufacturing industries, to build and expand new production capacity of steel, flat glass and cement projects, to build and expand new projects of lime and gypsum manufacturing, coal mining and washing, tannery, open pit mining, quarrying sand, ultra-poor magnetite mining, nitrogen fertilizer manufacturing and petrochemical projects.
Cangzhou, Baoding, Langfang and Dingzhou, Xiongan New District, strictly enforce the local environmental access standards for building materials, textile and other industries, prohibit the construction and expansion of new projects such as lime and gypsum manufacturing, flat glass manufacturing, nitrogen fertilizer manufacturing, etc. The cement industry in the region shall not increase production capacity, promote the transformation and upgrading of flat glass, and complete the task of eliminating excess capacity in the steel, coal, electricity and coking industries. It is forbidden to add new major pollutant discharge industrial projects in Xiongan New Area and its surrounding areas.
According to the environmental carrying capacity, Xingtai, Handan, Hengshui, Tangshan and Xinji cities strictly enforce the environmental access conditions of the coal chemical industry, support capacity reduction, relocation and upgrading in other places, and prohibit new coal chemical projects. It is forbidden to build or expand new projects such as lime and gypsum manufacturing, flat glass manufacturing, nitrogen fertilizer manufacturing, carbon and so on. For new construction and expansion of coal-fired power, steel, cement and coking projects, we should strictly implement the policy of reduction replacement (substitution), and gradually promote the transformation and upgrading of heavily polluted enterprises, reduction substitution and intensive development.
Qinhuangdao, Zhangjiakou and Chengde belong to key ecological function zones. Enhance environmental access requirements for metal products processing and other industries, promote transformation and upgrading or orderly withdrawal of coal, steel, cement and coking industries, and prohibit open-pit mining, lime and gypsum manufacturing, flat glass manufacturing, nitrogen fertilizer manufacturing, etc.
