There are more than 210,000 enterprises, including production, operation, storage, transportation and other enterprises. In 2018, the output value of the chemical industry was 14.8 trillion yuan, accounting for 13.8% of the national GDP and 40% of the global industrial output value. It ranked first in the world and played a very prominent role in supporting economic and social development. But at the same time, the security problem can not be ignored.
According to the statistics of the Ministry of Emergency Management, there were no major accidents of dangerous chemicals in 2016, 2 major accidents and 20 deaths in 2017, 2 major accidents and 43 deaths in 2018. There were 3 major accidents and 103 deaths in January-August of this year, of which 78 were caused by Xiangshui-ldquo, 3-middot, 21-rdquo, and especially serious explosion accidents. Death.
Sun Huashan said that according to these data, from 2017, 2018 to this year, serious chemical accidents are on the rise and the situation is very grim. This reflects the weak safety foundation and low intrinsic safety level of dangerous chemicals in China.

These 80% enterprises are relatively backward in production equipment and lack of safety supervision. These problems are relatively prominent. Dangerous chemicals are related to production, operation, transportation, storage, use and waste disposal. The biggest difference between dangerous chemicals and other industries is that the risk spillover is large. Once an accident occurs, it often endangers public safety and has greater impact and loss.
Sun Huashan emphasized that we must attach great importance to the systematic safety risks of dangerous chemicals. We should do a good job in safety supervision from different perspectives to jointly promote safety development and sustainable development.
According to Sun Huashan, the Emergency Management Department is studying and formulating "Opinions on Enhancing Safety Production of Dangerous Chemicals in an All-round Way" to strengthen management and rectification in many aspects, mainly:
