The domestic and foreign-funded companies with net assets of no less than 300 million yuan are qualified to obtain the oil and gas mining right according to the regulations. Opening up to domestic and foreign enterprises is a major reform measure.

In terms of reserves management reform:
First, reform the classification of mineral resources reserves. Simplify the classification of mineral resources and reserves. Solid mineral resources are divided into two categories: resources and reserves. Resources are divided into three levels: inferred resources, controlled resources and proved resources. Reserves are divided into two levels: credible reserves and proved reserves. This is the non oil and gas part.
Oil and gas mineral resources are divided into two categories, i.e. resources and geological reserves. The resources are no longer classified. According to the degree of geological reliability, the geological reserves are divided into three categories: predicted geological reserves, controlled geological reserves and proved geological reserves;
Second, simplify the filing and registration of merger review. Cancel the registration link and the registration form, and the content of the mineral resource reserve registration form shall be included in the review and filing management, which shall no longer be regarded as an important element of the mining right registration, and the review and filing results shall be taken as the statistical basis.
Third, we will reduce the scope of direct government review and filing. The original 18 cases of review and filing will be reduced to four, that is, only the exploration right to the mining right, the mining right to change the types and scope of minerals, oil and gas minerals in the exploration and mining period proved geological reserves, other minerals in the mining period mineral resources reserves that have significant changes, these types need to be evaluated. In addition, there is another category, that is, the important mineral resources covered by construction projects in the future should also be reviewed and filed.
