On the afternoon of Nov. 30, the reporter of China Chemical Daily learned from the Emergency Management Department that the Emergency Management Department went to Zhangjiakou City, Hebei Province & ldquo; 11 & middot; 28 & rdquo; and the working group of deflagration accident directed and assisted the local accident investigation team to conduct technical analysis through site investigation, information retrieval, parameters and video, and to ask relevant personnel and organize experts. It was found that the direct cause of the accident was the leakage of vinyl chloride gas holder in Hebei Shenghua Chemical Co., Ltd. of China Chemical Industry Group. The leaked vinyl chloride diffused to the road outside the factory area and exploded in open fire, resulting in 23 deaths and 22 injuries of drivers waiting for unloading vehicles on both sides of the road. The accident investigation team of Hebei Provincial People's Government will make further investigation on the detailed causes of the accident.
The Ministry of Emergency Management will list and supervise the investigation and handling of accidents, requiring Hebei Province to organize the investigation and handling of accidents conscientiously, carry out accident investigation according to law and regulations, and seriously investigate the responsibility of relevant personnel; and requiring Hebei Province to immediately organize special law enforcement inspection and fire safety inspection, and to conduct large-scale chemical enterprises and chemical enterprises. According to the latest report of Zhangjiakou Municipal Government of Hebei Province, up to now, the casualties in the accident have not changed. Of the 22 casualties, 10 were hospitalized in Zhangjiakou, 8 were treated in Beijing, and 4 were discharged. The overall condition of the casualties was basically stable.
