Recently, a number of central enterprises have established the first central enterprise consortium in Xiongan New Area, in which PetroChina has three units. It is worth noting that although the previous three barrels of oil have been laid out in Xiongan, they have not played a substantial role in promoting the development of Xiongan's planning and construction, which is more a coincidence of traditional business. But this time, the three units of PetroChina will be deeply involved in the planning and construction of Xiongan New Area, which is of great significance.
The consortium is a strategic cooperative consortium formed by three Chinese petroleum-related enterprises, including North China Petroleum Administration Co., Ltd., Gemstone Flower Property Management Co., Ltd., Gemstone Flower Medical Health Investment Holding Co., Ltd., and China Construction Design Group Co., Ltd.
Among them, CNPC plans to make full use of the advantages of market operation and public relations coordination in North China Oilfield, to participate in Xiongan construction in depth in geothermal, natural gas supply and operation, and to provide Xiongan with property management and consulting services, development and construction of health and old-age industries, urban central heating services, and new energy technology by utilizing the rich experience of property management in gemstone flower property. And energy-saving technical services; the use of gemstone flower medical integration - ldquo; hospital management and operation, medical +, hospital +, capital operation - rdquo; four business platforms, to provide comprehensive medical and health services for Xiongan's big health industry pattern.
The other two barrels of oil are also laid out in Xiongan.
Among them, Sinopec directly registered Sinopec Capital Co., Ltd., with registered capital of 10 billion yuan, in Xiongan New Area in July 2018. This means that Sinopec's future capital operation will start with Xiongan New Area and fight high! This is also the first capital investment and operation platform for central enterprises in Xiongan New Area.
It is reported that Sinopec will also initiate the establishment of funds with obvious market characteristics, including science and technology innovation fund, emerging industry fund and mixed ownership reform guiding fund, and promote the quality and efficiency development of some non-main business through mixed ownership reform.
In addition, Sinopec Nova Petroleum Company has carried out geothermal development layout in Xiongan as early as 2009. Not long ago, Xinxing Petroleum Company said that it would study and deploy specific measures to build & ldquo; Xiongxian Model & rdquo; upgrade version, provide & ldquo; geothermal + multiple clean energy & rdquo; and relocate Sinopec Green Source Geothermal Energy Development Co., Ltd. to Xiongan New Area.
CNOOC's Mengxi pipeline runs directly to the core area of the new zone composed of Xiongxian, Rongcheng and Anxin. It also has Rongcheng sub-station and several sub-transmission valve rooms, which can be called tailor-made new zone. The Mengxi Pipeline is the main gas supply guarantee channel in Xiongan New Area. Preliminary planning for the new area has a capacity of 500,000 cubic meters per hour, totaling 12 million cubic meters per day.
Guidelines of the Central Committee of the Communist Party of China and the State Council on Supporting the Comprehensive Deepening Reform and Expanding Opening-up of Xiongan New Area in Hebei Province, issued on January 24, 2019, pointed out that support should be given to the transfer of headquarters and branches of state-owned enterprises in Beijing to Xiongan New Area, promote the optimization of the layout of state-owned economy, structural adjustment and strategic restructuring, maintain and increase the value of state-owned assets and promote the strengthening of state-owned capital Do better and do bigger.
As soon as the Opinion was issued, the discussion on whether the headquarters of Sanbarrel Oil should be transferred to Xiongan became more and more intense. It is certain that the millennium plan of Xiongan New Area has just started, and the central enterprises represented by three barrels of oil will continue to contribute to the construction of Xiongan New Area in the future.
