Two years later, the elevated torch of Nanjing Chemical Enterprise will not be used as a daily treatment facility for air pollution. Nanjing Eco-environment Bureau recently issued the "Nanjing Elevated Torch Environmental Management Measures" to take the lead in environmental management for chemical enterprises in the country.
The Measures clearly stipulate that elevated torches should be used for emergency disposal and should not be used as routine air pollution treatment facilities. At the same time, the time limit for rectification is given. It is required that the rectification should be completed before April 30, 2021. The Measures will be implemented on May 1, 2019.
Environmental protection refers to the torch is an exhaust gas combustion treatment device used by industrial enterprises to burn the torch gas. Elevated torch refers to the torch whose bottom position is higher than 15 meters.
According to the Measures, the exhaust gas treated by the elevated torch is confined to the state of emergency such as start-up and shutdown of process units, fire accidents, public works accidents and other accidents, and can not be effectively recovered.
According to the Measures, the elevated torch system must meet stricter requirements. For example, the torch system should be equipped with flammable gas recovery devices such as compressors and gas storage cabinets to reduce the emissions of volatile organic compounds; the matching gas-supporting system should ensure that the torch gas is burned in a timely, safe and reliable manner, and its emissions can meet the requirements of environmental management; the high proportion of non-flammable exhaust gas such as nitrogen is not. It has to be discharged into the torch gas system, etc.
The Measures stipulate that those who use the elevated torch in emergency should report to the competent department of ecological environment in time. Those who use the torch in violation of the Measures will be investigated for responsibility according to law.
It is reported that heavy chemical industries such as petrochemical industry and iron and steel are the traditional pillar industries in Nanjing. There are large and super-large steel and petrochemical enterprises such as Meigang, Nangang, Nanhua, Jinling, Yangtze and Yangba, especially in Jiangbei New Material Industrial Park. More than 100 chemical enterprises have been gathered, and many enterprises have built torches for waste gas incineration and emergency evacuation.
