年产60万吨!台塑拟在宁波建丙烷脱氢项目
On October 9, Zhejiang government affairs service network published the second information publicity of environmental impact assessment for propane dehydrogenation project with an annual output of 600000 tons of propylene of Formosa Plastics Industry (Ningbo) Co., Ltd.
According to the EIA report, the investment of the project is about 4.448 billion yuan. The project is located in the east side of the existing Formosa Plastics Industrial Park. A set of 600000 T / a propane dehydrogenation (PDH) device and supporting public and auxiliary projects and facilities are newly built. The annual output of 600000 t of propylene is achieved by using imported propane as raw material through catalytic dehydrogenation, compression, low-temperature separation, product distillation and other processes.
The construction period of propane dehydrogenation project with an annual output of 600000 tons of propylene is about 24 months. It is planned to start construction in December 2019, and it is expected to be put into trial production after completion in the fourth quarter of 2021.
According to the report, the annual demand for propylene in Ningbo Industrial Park of Formosa Plastics Co., Ltd. has reached 960000 tons, of which less than 290000 tons are supplied by Mailiao Plastics Co., Ltd. in Taiwan, and about 670000 tons are still supplied by the spot market. However, the shortage of propylene resources in China is so prominent that the shortage of propylene raw materials in the park basically depends on imports. In order to ensure the stable supply of propylene in the Ningbo Industrial Park of Formosa Plastics Co., Ltd., free from the international futures market, and reduce the dependence on imported propylene, the project will be constructed to supply Formosa Plastics park.
The Formosa Plastics project is planned at one time and implemented in stages. Since the establishment of the park, the implementation of relevant projects is as follows:
From 2002 to 2004, Formosa Plastics related enterprises invested and implemented nine Petrochemical downstream and supporting projects in Formosa Plastics Industrial Park, including 300000 tons of PVC, 250000 tons of ABS, 230000 tons of AA (AE), 200000 tons of PS, 600000 tons of PTA, 450000 tons of PP, 30000 tons of sap, 3 & times; 150000 kW self provided thermal power plant, heavy industry machinery plant, collectively referred to as Formosa Ningbo phase I project. In May 2002, the first phase of the project started construction successively; in March 2008, all the projects were completed, and by the end of 2010, the first phase of the project passed the environmental protection acceptance.
Since 2010, Formosa Plastics related enterprises have successively implemented 15 development projects in the reserved land for the first phase of Formosa Plastics Industrial Park, with a total investment of about 2.3 billion US dollars. Ten of them have been approved by the provincial and municipal environmental protection departments, including 150000 tons of PVC, 200000 tons of EVA, 16000 tons of AA / AE, 1.5 million tons of PTA, 200000 tons of ABS, 60000 tons of sap, 150000 tons of DOTP / DEHP, 150000 tons of BPA, 5 / 55000 tons of IIR / MTBE, and 30 / 185000 tons of PhOH / ACTN. At present, the above projects have been put into production and passed the environmental protection acceptance.
Since 2016, Formosa plastic relations enterprises have invested to launch a new upgrading program with a total investment of US $1.66 billion, including an annual increase of 250000 tons of ABS, 200000 tons of PIA, 600000 tons of PTA, 14 / 87000 tons of PhOH / ACTN, 72000 tons of PP and 600000 tons of propylene. Except that the project is in the stage of environmental review, other projects have been approved, and other projects are expected to be put into production in 2019.
