For the key backbone enterprises that meet the safety and environmental protection standards and industrial planning, under the premise of environmental capacity permission and no new planned land, support the technical transformation, support the development of green high-end chemical projects that meet the requirements of the industrial chain, support supporting supporting industries, and support the improvement of the industrial chain.
If the safety and environmental protection standards are met, but the overall capacity of the region is insufficient, the overall planning and adjustment shall be made to promote the transformation and upgrading. At a high starting point, we will promote strategic transformation and layout of coastal areas along the Yangtze River, and support Lianyungang to build a national petrochemical industry base at a high level.
Second, we must resolutely implement the requirements of the Yangtze River economic belt, namely, to jointly promote greater protection and not to engage in greater development. We will significantly reduce the number of chemical production enterprises within 1km along both sides of the Yangtze River, in environmentally sensitive areas, densely populated urban areas, outside chemical industrial parks and below designated size, and strive to solve the outstanding problems of "heavy chemical industry surrounding the Yangtze River". In principle, all chemical production enterprises within 1km along both sides of the Yangtze River and outside the chemical park will withdraw or move before the end of 2020. It is strictly forbidden to build or expand chemical parks and chemical projects within 1km of the main and tributaries of the Yangtze River.
Third, we will vigorously reduce the number of chemical production enterprises in environmentally sensitive areas. Enterprises within the first level protection zone of Taihu Lake, 1 km from both sides of the Beijing Hangzhou Grand Canal (east line of South to North Water Transfer) and Tongyu river clear water channel, as well as enterprises within the red line area of ecological protection, natural protection zone, drinking water source protection zone and other environmentally sensitive areas, will be basically closed or relocated by the end of 2020.
Fourth, accelerate the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas. Those who fail to meet the relevant standards of safety, environment and health shall be closed and withdrawn according to law by the end of 2020; enterprises that cannot be closed down or relocated must move all residents within the safety and health protection distance out by the end of 2020. For enterprises with safety and health protection distance up to standard, they should strengthen the responsibility of safety and environment supervision, and actively guide and encourage enterprises to transform and upgrade or move to other places.
Fifth, we will vigorously reduce the number of chemical production enterprises outside the park and below designated size. Enterprises with high safety risk, poor environmental protection management and low technology level will be closed and quit by the end of 2020. Promote the relocation of enterprises with high industrial relevance, safety and environmental protection standards, and improve the industrial chain of the chemical industry park.
Strive to improve the management level of chemical industry
Scientific, powerful and effective industry management is an important condition for the high-quality development of chemical industry. It is necessary to establish and improve the industrial management mechanism according to the characteristics of the chemical industry.
First, we need to strengthen all-round and full process supervision. Establish and improve the linkage mechanism of industry supervision, coordinated law enforcement and emergency rescue from the aspects of development planning, industrial policy, land and resources, ecological environment, safety production, special equipment, occupational health, main credit and stability maintenance. Strengthen the whole process supervision, such as real-time dynamic monitoring and full process record of law enforcement, and make the chemical industry park the most stringent & ldquo; special supervision area & rdquo;. According to the intrinsic safety requirements of internal management and external supervision of products, technologies, processes and equipment, carry out the whole process safety diagnosis of chemical production enterprises, and immediately rectify the major safety hazards found.
Second, strengthen the management of negative list. We will conscientiously implement the guidelines for the negative list of the development of the Yangtze River economic belt, and formulate and issue detailed rules for the implementation of the negative list of the development of the Yangtze River Economic Belt in Jiangsu Province. Strictly implement the national and provincial industrial structure adjustment guidance catalogue, further expand the scope of elimination and prohibition catalogue in accordance with the requirements of controlling high pollution, high energy consumption and backward technology, and strictly eliminate the products, technologies, processes and equipment that have been listed in the elimination and prohibition catalogue. It is forbidden to build new (expanded) chemical projects of pesticide, medicine and dye intermediates. For areas with outstanding safety and environmental protection problems in chemical industry, regional approval restriction shall be implemented.
Third, we need to strengthen the supervision of information-based means. By the end of 2019, chemical production enterprises will have established an information management system that integrates the monitoring information of major hazard sources, combustible and toxic gas detection and alarm information, enterprise safety risk zoning information, on-the-job information of production personnel and the whole production process management information.
By the end of 2020, the monitoring information of enterprise safety and environmental protection in the Chemical Industry Park (centralized area) will be connected to the information management platform of the park, and the online monitoring rate of major hazard sources will reach 100%, realizing "one table clear, one network control and one prevention"; the monitoring information of enterprises outside the park will be connected with the information platform of local regulatory authorities based on the safety and environmental protection. Gradually integrate information resources of enterprises, parks and local regulatory authorities, and build a comprehensive regulatory information sharing platform integrating industry, safety, environmental protection and emergency management.
