It was confirmed by Jiangsu Emergency Management Department that the chemical accident of Zhongchang Chemical Co., Ltd., which happened on the morning of December 18 in Rugao City, Nantong, was not caused by ldquo, liquid nitrogen leakage and rdquo reported by the local government, but by a relatively large hydrogen fluoride poisoning accident, which resulted in three deaths. The Jiangsu Provincial Security Committee carried out Listing Supervision on the investigation and treatment of the major poisoning accident.

Nantong Municipal People's Government:
At 10:35 on December 18, a hydrogen fluoride poisoning accident occurred in Zhongchang Chemical Co., Ltd. in Rugao City, which resulted in three deaths.
According to the regulations and requirements of Jiangsu Provincial Regulations on the Investigation and Listing of Major Accidents (Su'an [2010] 17) and Jiangsu Provincial Procedure for the Investigation and Treatment of Major Production Safety Accidents (Su'an Office [2015] 99), after research, it was decided to supervise the listing of your city-ldquo; 12-bull; 18-rdquo; and the investigation and treatment of major poisoning accidents.
Please complete the following items within 60 days from the date of receiving the notice of listing supervision:
1. Find out the cause of the accident, distinguish the responsibility for the accident, and put forward the treatment opinions for the responsible units and persons.
2. Form an accident investigation report and make a written report to the office of the Provincial Security Committee. After examination and approval by the office of the Provincial Security Committee, the accident shall be approved and closed.
3. Supervise production and business units to learn lessons from accidents and implement corrective measures, and make a counter-example to prevent similar problems from happening again.

The enterprises involved are located in the chemical park of Changjiang Town. Reporters have visited the chemical industry parks many times after the accident and checked with the local government and enterprises. They were told that the sudden chemical accidents were caused by “ liquid nitrogen leakage ” which was also called “ liquid nitrogen leakage ” accident in two successive reports issued by the Rugao Municipal Government.
It is noteworthy that in October, Zhongchang Chemical Industry was inspected by experts organized by the People's Government of the Yangtze River Town, and 14 potential safety problems were found:
There is leakage in the cylinder of the hydrogen fluoride using area, the poisonous gas alarm is not displayed, the emergency materials are not checked in time, and the pressure of the air respirator is low.

Aging of dangerous information notice boards on site;
On the first floor of the complexing workshop, the wires are bare and the pipelines are not blocked through the wall.
The fuming sulfuric acid tank lacks equipment information card, and there is smoking phenomenon on the top of the tank.
The electrostatic grounding of dangerous goods tank area falls off, some of the discontinued tanks are not listed, and some of the materials in galvanized barrels have no information label.
Hydrogen fluoride cylinder area has impurities, acetylene cylinders, etc., cylinders placed in disorder;
The pressure gauge on the reduction part pipeline lacks the check mark, the static clamp has no alarm sound, and the liquid nitrogen vaporization part lacks the careful frostbite mark.
The reward and punishment system of enterprises does not clearly stipulate the reward and punishment for safety accidents and time.
The safety training program of 2018 did not include the training of safety operation rules, and there was no safety operation rules training account.
The contractor's liability for safety incidents in the safety agreement is not clearly stated.
No review records of the contractor's project construction plan and emergency plan have been found.
Relevant leaders in charge of safety production of local government stressed that the safety supervision of enterprises by the government and safety supervision departments is a normal work, and the 14 problems previously investigated and dealt with by the enterprises concerned have been urged to rectify and re-examine. Reporters have a copy of Rugao Zhongchang Chemical Co., Ltd. & ldquo; hidden danger inspection and rectification report form & rdquo; shows that the rectification date is October 30, the review date is November 15, and signed by the relevant responsible person.
Rugao Zhongchang Chemical Co., Ltd. was established in 2010, mainly engaged in the production of chemical products, sales of chemical products, production of dangerous chemicals, sales of dangerous chemicals and so on. A municipal official told reporters that an accident investigation team had been set up immediately after the accident, but the enterprises involved and the local town government tried to blur through the situation by concealing the report. It was because of this that “ liquid nitrogen leakage ” appeared in the notice of the municipal government, which once interfered with the investigation team's normal investigation.
In the supervision of the Jiangsu Provincial Security Committee, the Nantong Municipal Government is required to find out the cause of the accident, clarify the responsibility for the accident, and put forward suggestions for dealing with the responsible units and persons; form an accident investigation report and make a written report to the office of the Provincial Security Committee. After the approval and approval of the office of the Provincial Security Committee, the accident is approved and closed; and urge the production and business units to draw lessons from the accident and implement it. Correction measures should be taken to prevent similar problems from happening again.
